I thought fast-food places just tossed the ice in there out of convenience.  I mean, according to illinois regulations, it can't be in the sink because it takes too long to melt (and though magic and fucking unicorns makes things "dirty??"), and if you put it in a toilet, it will clog it if flushed before melt.  Thus, Urinal = constant drain = perfect place

At least, that was my logic.
