Try the IRC.  You may have better luck finding someone there.

Yeah, I went onto IRC but no one was online.

Well, I sent him a PM and apparently he wanted to "go with a bang" since he's deleting his nation.

I can't seem to establish contact with a gov member here.  

I'm going to give the go-ahead to attack him, as he has stated that he is deleting, and is obviously roguing.   If there's a problem, please let me know.
