I'm new :)
I'm also more than slightly confused about the whole Tech -buying / -selling system. I'm very new to Cyber Nations, and am only just figuring some of it out, so any help that someone could give (without confusing me more) would be greatly appreciated.
I hope I'll get to know you guys and be known by you guys as well!

Big nations love tech, but it costs them a lot to buy, since the more tech you have the more it costs to buy.
So buying from 0 to 50 tech costs you about 850k, much less than I would pay for 50 tech if I bought it myself.
Tech and money can be sent between nations so a good way for you to make money and older nations to gain tech is through tech deals.
Our tech farm operates on a 6mil for 150 tech basis leaving you with about 3.5mil profit. As a new nation you need to do tech deals if you want to grow quickly.
