So anyways, I haven't fought a real battle since they added spies and navy. I haven't paid attention to the militaristic aspect of this game for far too long. I need the new order of attacks, and I need to know how to use those two types I mentioned. But it seems that we no longer have, like, a guide or anything. So I need someone to just post it here.

Spies: Rarely worth the $$. The only operations of particular use are change defcon and destroy nukes. Look in the info index for costs.
Navy: Battle Support should come before everything else. If they have a decent navy you probably won't be able to blockade. If possible, use navy attacks to get rid of their ships. Then you can use battle support and blockades
