Well currently there is a fire-at-will order for nations at your strength range against nations in TOOL or Argent.
If you want you can attack this guy.

Should be pretty easy and shouldn't fight back much. But let me know if he is a problem and we can get some backup or aid sent your way.

Also do you need any advice on how to fight a war before you declare?

You should ground attack too and steal his tech.  

Since it's fire at will, feel free to find any target that suits your fancy and take a shot at him.  Just make sure the are a member of Argent or TOOL (The Order of Light).
