I'll do $6M for 150 if that sounds good to you.  I'm doing the same thing with another nation.  It takes awhile, but if I wasn't doing it I probably have an empty slot and no tech coming in, besides the tech farm.

The way I'm doing it with the other nation:

I send you $3M
10 days later you send me 50 tech
10 days later you send me 50 more tech
10 days later I send another $3M
10 days later you send me 50 tech
