Tech Trades / Buying 400 Tech for $12mil

Pretty much says it all. I want 400tech and am willing to pay 12 million for it. I'll split up the bounty buying in blocs of 50 tech for 1.5 million. You provide the middle man. I have 5 open trade slots and will be ready to start this on January 6.

Spurred by the fact that one of our members is making 6 mil after bills I have decided to ask what it is exactly I'm doing wrong. I only make 2.7 mil after bills and I have 5.3k infra and the following trades, all but one of which are maroon:

Option 1: Destroy the crops in order to keep from flooding the market. toniculation happiness -2, Citizen income +$10.00
Option 2: Allow the crops to be harvested and sent to the market. toniculation happiness +2, Citizen income -$10.00

Banks: 5, Churches: 1, Clinics: 5, Factories: 5, Foreign Ministries: 1, Harbors: 1, Hospitals: 1, Intelligence Agencies: 1, Police Headquarters: 5, Schools: 5, Stadiums: 5, Universities: 2,

What next? Max churches and perhaps Int. Agencies for the happiness or do I max things like missle defense and satellites?

Lost four trades in 2 weeks, I've essentially had to restructure. this wouldn't be so bad except that no one has given me advanced warning or even offered a sympathetic remark. Wasn't it common curtesy to do this at one point?

So my peons indicated they wished to switch from Democracy to Communism, to which I complied. However I noticed that after the switch, despite them being happy with their new government, my toniculation happiness went down 2 points. What gives?
