(I'd have to decom some first). Or do I go with satelites/missle defense? Also, I know there's something you can do with labour camps, but I don't know what.

Border Walls should always be last because otherwise they make it much harder to get other improvements

Improvement bills are the same for every one.

No there not. They increase as you get bigger.
