I will transfer on the basis of what deal is coming first by date. If you post before someone but you plan on transfering later, then you will be in line behind that person. I only have so many aid slots. Furthermore, I am charging a fixed 35k per aid slot used rate on transfers. So if your transfer takes two of my aids slots, I get paid 70k.
