I would like to open up diplomatic channels between our two alliances as one of your members has attacked one of our members, and is refusing to pay reps.

I'm afraid that this situation is still unresolved as the attacker is claiming that our member was unaligned at the time of the attack.

This (http://i191.photobucket.com/albums/z170/Accounting_Troll/PotDopia.jpg) screenshot shows that his AA was set to 'Grey Council' at the moment of the attack.
