In the meantime, I have DECLARED WAR but HAVE NOT attacked.

I sent a message to the nation telling him that I will not be attacking him and that I have signed up on these forums to resolve this issue peacefully.  I also informed him that if he attacks I will respond with an attack of my own.

I have copies of these messages to show as well.  I won't be able to discuss this till tomorrow.  I hope that the situation does not escalate.
