Cheese had to pay (And is just finishing paying) money to MDC as part of the terms. That's why much of the aids were not able to be distributed properly.

Either that or he just failed us horribly in some other fashion.

I got.. 1 million was it? o_O For repairs? Meh, whatever it was worked. I had 9 million in damages, and have gotten that all back and some. Started the war with 1015 infra, have 1300+ infra now.
