My infra upkeep comes to 1.5M. My happiness is 55.1.

Both.  

Buy a labor camp, pay bills.  Tomorrow you pay bills, demolish the labor camp, collect taxes.  Then you collect taxes.  Then you collect taxes, demolish the +1 happiness, and start over.

You only want the Camps for paying bills, so just buy one before you pay them (if you haven't already) then destroy it.

Remember that you can skip one day of paying bils.  Then you get two in a row with your labor camp (collect before buying it and after destroying it and switching).

You should do that twice with your next improvement slot.  And once with your current one.
