Destroy your intelligence agency and schools.  Build then a bank and a harbor.  Then fill out your trades.  That's much better than the meager benefits you get from an IA and schools.

Also, you have a nice amount of tech, but lay off for a little bit, focus on infra for a while.  Also, only buy infra in groups of ten, it saves $$.

Thanks for the help...but lemme ask this, If i destroy the ia, and the school do i get to buy other improvements right away? or will i still have to wait for another 1000 citizens?

No, you don't need to wait, you can build right away.  Trust me, this is a much better option.
