No, he means that in RIA's past the bRIgades were simply numbered and were grouped based on strength. 1st bRIgade had the highest NS levels, while something like the 7th bRIgade had the lowest. So by putting that in his sig, "iamawesome" is basically jacking himself off with the belief that his NS is really high.

Also, I am of the belief that we should be able to kick people from the alliance for being stupid assholes.
