So you never raise your taxes to 28% just long enough to collect them and then lower them to keep your people happy?

I leave the tax rate at 28% the entire time. Changing them automatically updates the happiness counter, so you don't get the results you're thinking of...and happiness really only matters when you're collecting taxes, which is when it is at its lowest because you have the tax rate at 28%.

So it's useless to do that. Unless you like boasting the extra happiness.
