Why do you have your tax rate set so low? I have kept mine at 28% the entire time (until I got the SSS wonder when I raised it to 30%) it pisses them off a little bit but you make so much more money. Its worth it. And you have a lot of soldiers for how many people you have. Just some thoughts.

yeah, mathematically, after a few weeks into the game, 28% tax rate becomes the most effective as the negative effect on your citizens total income is replaced by how much your making. Therefore its the primary way to gain money.

I raise my tax Rate to 28% long enough to collect taxes, then drop it back down. I have a happiness of 45 with the 10% tax rate and happiness of 38 with 28%. Also, soldiers are the cheapest way to raise my NS.
