Actually, a bit of the opposite.  Their generals are incredebly smart.  They have built a near-impossible-to-breach defense, which is why if we are ever going to attack North Korea, we would either take MASSIVE (I mena, in the 70,000 and up) casualities in the first day or two, or we would use nukes.

Seriously, when I was in the army, The defense of South Korea as well as assault plans for North Korea were part of my specialty (despite being in Iraq).
