It's probably because no one checks this neck of the woods. If I were you, I'd go around PMing the smaller nations. In fact, I've done that with success before.

Or find a group thats willing to just keep doing it. That also works... but as the buying nations we really shouldnt push up the cost of tech up too high. Otherwise we wont get the deals that are highly mutually benificail. E.G. The sellers currently make almost 50% profit... doing this will jump it up to around 70%. I do agree with the supporting our little nations as much as we can but we also need to improve our larger nations to keep the alliance strong and allow a larger filter effect to pass the strength down.

or you can do nothing, as you list them as having graduated the acadamy, I automatically add them to the tech selling program, and send them an in-game PM explaining how things work.  I do tell them they can opt out if they want, though.
